തിരുവനന്തുപുരം: കേരള സ്റ്റേറ്റ് ഭാരത് സ്കൗട്ട്സ് ആൻഡ് ഗൈഡ്സ് സംസ്ഥാന കൗൺസിൽ ഓഗസ്റ്റ് 22 രാവിലെ 10 മുതൽ തിരുവനന്തപുരം ശിക്ഷക് സദനിൽ നടക്കും, അസോസിയേഷൻറെ സംസ്ഥാന പ്രസിഡൻറ് ബഹു വിദ്യാഭ്യാസ മന്ത്രി വി ശിവൻകുട്ടി അധ്യക്ഷത വഹിക്കുന്ന കൗൺസിലി യോഗത്തിൽ സംസ്ഥാനത്തെ 42 ഓളം വരുന്ന സ്കൗട്ട് ജില്ലകളിൽ നിന്നുള്ള പ്രതിനിധികൾ പങ്കെടുക്കും, സംസ്ഥാന സെക്രട്ടറി എൻ കെ പ്രഭാകരൻ 2023 24 വർഷത്തെ റിപ്പോർട്ടും, ട്രഷറർ ടി വി പീറ്റർ വരവ് ചിലവ് കണക്കും അവതരിപ്പിക്കും, സംസ്ഥാനത്ത് ദീർഘകാല സേവനത്തിനുള്ള അവാർഡുകൾ കൗൺസിലിൽ വിതരണം ചെയ്യും.സംസ്ഥാനത്ത് നടപ്പിലാക്കിവരുന്ന പ്രവർത്തനങ്ങളെക്കുറിച്ച് വിവിധ ജില്ലകളിൽ നിന്നുള്ള പ്രതിനിധികൾ സംസാരിക്കും. സ്കൗട്ട് പ്രസ്ഥാനത്തെ സംബന്ധിച്ചിടത്തോളം ഏറ്റവും പരമോന്നതമായ സമിതിയാണ് സംസ്ഥാന കൗൺസിൽ, സംസ്ഥാനത്ത് നടപ്പാക്കുന്ന ഏതു പ്രവർത്തനത്തെയും വിലയിരുത്തുകയും , അവയിൽ മാറ്റങ്ങൾ നിർദ്ദേശിക്കുവാനുള്ള സമിതിയാണ് കൗൺസിൽ, സംസ്ഥാന എക്സിക്യൂട്ടീവ് കമ്മിറ്റി അതാത് കാലങ്ങളിൽ എടുക്കുന്ന നയ തീരുമാനങ്ങളിൽ കൗൺസിൽ യോഗത്തിന്റെ അംഗീകാരം ആവശ്യമാണ് , മൂന്ന് തരത്തിലുള്ള കൗൺസിൽ മീറ്റിങ്ങുകൾ ആണ് അസോസിയേഷൻ ഭരണഘടന പ്രകാരം യോഗങ്ങളായി ചേരുക , ഓർഡിനറി മീറ്റിംഗ്, ബിസിനസ് മീറ്റിംഗ്, സ്പെഷ്യൽ മീറ്റിംഗ്. ഇവ ഓരോന്നിനും പ്രത്യേകം പ്രത്യേകം ഭരണ നിർവഹണവും പ്രവർത്തനങ്ങളും റൂളിൽ അനുശാസിക്കുന്നുണ്ട്. സ്റ്റേറ്റ് കൗൺസിലുകൾ ഓഗസ്റ്റ് 31ന് മുമ്പ് പൂർത്തിയാക്കണമെന്ന് നിയമപരമായി തന്നെ ഭരണഘടനയിൽ വ്യക്തമാക്കുന്നു.
സ്റ്റേറ്റ് കൗൺസിലിൻ്റെ അധികാരങ്ങളും പ്രവർത്തനങ്ങളും:
ഭാരത് സ്കൗട്ട്സ് ആൻഡ് ഗൈഡ് റൂൾ 61/ ഒന്നു മുതൽ ആണ് സംസ്ഥാന കൗൺസിലിന്റെ അധികാരങ്ങളെ കുറിച്ചും പ്രവർത്തനത്തെക്കുറിച്ചും വിശദീകരിക്കുന്നത് അവ ഇപ്രകാരമാണ്.(61.1) സ്റ്റേറ്റ് കൗൺസിൽ സംസ്ഥാന അസോസിയേഷൻ്റെ പരമോന്നത ബോഡി ആയിരിക്കും; വ്യക്തമായി നൽകിയിട്ടില്ലാത്ത എല്ലാ കാര്യങ്ങളിലും കൗൺസിൽ യോഗത്തിന്റെ തീരുമാനങ്ങൾ, ചട്ടങ്ങളിൽ, A.P.R.O, ബൈ-ലോ എന്നിവ അന്തിമമായിരിക്കും.
എന്ന് തുടങ്ങി കൗൺസിലിന്റെ അധികാരം. സംസ്ഥാനത്ത് ഏറ്റവും ഉയർന്നതാണ്. ഏതു തീരുമാനത്തെയും പുന പരിശോധിക്കുവാനും നടപ്പിലാക്കുവാനും ഉള്ള അസോസിയേഷന്റെ ഇച്ഛാശക്തിയെയാണ് കൗൺസിലൂടെ പ്രതിഫലിക്കുന്നത്.
സംസ്ഥാന കൗൺസിലിൽ അംഗങ്ങളെക്കുറിച്ച് റൂൾ 58 ഇപ്രകാരം പ്രതിപാദിക്കുന്നു
58. State Council
(58.1) The State Councilshell consist of:
(58.1.1) The President,
(58.1.2) One or more but not more than twelve Vice Presidents;
(58.1.3) The State Chief Commissioner;
(58.1.4) The Immediate Past State Chief Commissioner;
(58.1.5) The State Commissioner of Cub, Scout and Rover;
(58.1.6) The State Commissioner of Bulbul, Guide and Ranger;
(58.1.7) The State Commissioner of Scouts (Adult Resources) and Guides (Adult Resources)
(58.1.8) The State Commissioners (Headquarters) (not more than 8)
(58.1.9) The State Treasurer;
(58.1.10) The State Secretary;

(58.1.11) The Joint State Secretary;
(58.1.12) The Assistant State Commissioners of Scouts;
(58.1.13) The Assistant State Commissioners of Guides;
(58.1.14) The State Organizing Commissioner of Scouts;
(58.1.15) The State Organizing Commissioner of Guides;
(58.1.16) The State Training Commissioner of Scouts;
(58.1.17) The State Training Commissioner of Guides;
(58.1.18) All the District Chief Commissioners or Divisional Chief Commissioner,
(58.1.19) All District Commissioners or Divisional Commissioners;
(58.1.20) All the Assistant District Commissioners in charge of Local Association where there is no District Association;
(58.1.21) All Leader Trainers of Scouts holding valid Honourable Charges;
(58.1.22) All Leader Trainers of Guides holding valid Honourable
Charges; (58.1.23) All the District Secretaries or Divisional Secretaries;
(58.1.24) All the Jt. District Secretaries or Jt. Divisional Secretaries
(58.1.25) All the Local Association Secretaries if there is no District Association.
(58.1.26) Two young leaders below the age of 29 years co-opted by the President from among the members of the State
Youth Committee on recommendation of State Chief
Commissioner, one of whom shall be a woman.
(58.1.27) Special Invitees: The State Chief Commissioner may
invite special invitees in consultation with the President of the State Association.
(58.1.28) One or more but not more than twenty members shall be nominated by The President BSG from the State Association on the recommendation of State Chief Commissioner in consultation with the State Executive Committee, at least ten of whom shall be women. The following members shall be eligible for consideration as nominated members of State Council:

(58.1.28.1) Volunteer leaders having not less than twenty years of active association with organization;
(58.1.28.2) Silver Elephant Awardees residing in the State;
(58.1.28.3) Donor who has donated one lakh or more to the State Association in the last three financial years provided that they subscribe to the Aims and Objectives of the Movement as well as Code of Conduct applicable to the members of the organization.
(58.1.28.4) Professionals having not less than ten years’ experience in the field of Education, Administration, Literature, Finance, Law, Management, and Information Technology provided that they subscribe to the Aims and Objectives of the Movement as well as Code of Conduct applicable to the members of the organization.
Provided further, the National Office Bearers of the National Association residing in the state shall be invited as Special Invitees in the State Council Meeting.
58.1.28.5) Assistant Director of the region
ദീർഘകാല നിസ്വാർത്ഥ സേവനത്തിനു സംസ്ഥാന സ്കൗട്ട് ഗൈഡ് അസോസിയേഷൻ നൽകുന്ന ലോങ്ങ് സർവീസ് അവാർഡുകൾ ചടങ്ങിൽ വിദ്യാഭ്യാസ മന്ത്രി കൈമാറും പ്രശംസ പത്രവും അംഗീകാരം മുദ്രയും അടങ്ങുന്നതാണ് അവാർഡ്.
സംസ്ഥാനത്തെ 42 ഓളം വരുന്ന സ്കൗട്ട് ജില്ലകളിൽ നിന്നും തിരഞ്ഞെടുക്കപ്പെട്ട 173 കബ്ബ് ബുൾബുൾ , സ്കൗട്ട് ഗൈഡ്, റോവർ റേഞ്ചർ വിഭാഗത്തിലെ അധ്യാപകർക്കാണ് അവാർഡുകൾ നൽകുന്നത്.
